Vision Land Management Team

Teresa S. Williams
Chief Executive Officer

Mrs. Williams is the Chief Administrative Officer and majority owner of Vision Land Consultants. She has been practicing office and business management in the engineering industry for over 20 years for small and large engineering firms. During this time, she has gained extensive experience in managing multiple branch offices. At Vision Land Consultants, Teresa oversees the complex day-to-day operations of the business for all three offices. She is responsible for the business development, financial, payroll, benefits and human resource aspects of the firm making her role critical to the ongoing success of the firm. Teresa also sits on the Vision Land Consultants Board of Directors. As a Board Member, she is responsible for setting strategy, policy, establishing and updating the firm’s business plan. Teresa also cares about her community and has made local community charities a part of Vision Land’s plan for growth.

Prior to joining Vision Land Consultants, Teresa was the Office Manager for a large national/international MEP firm for nine years where she was responsible for the business development, payroll, benefits and human resources. During this time, she was also a member of Society for Marketing Professional Services (SMPS) and sat on the American Council of Engineering Companies (ACEC) Awards Committee for several years.

Derek V. Williams, P.E.
President

Mr. Williams is the founder of Vision Land Consultants and is the President and Partner of the firm. As a registered Professional Engineer, he has over nineteen years of engineering, construction and development experience. He plays an active role on all projects and provides major influence in all key decisions affecting the firm. He has spent a considerable amount of time working directly with the design teams, contractors, suppliers, etc., both in the office and in the field. This extensive experience gives him the ability to view projects and make decisions from an Owner’s perspective, which includes consideration of cost and construction practicality, in addition to sound engineering judgment.

Mr Williams serves as the Principal-in-Charge on many projects. His tasks are to provide guidance in the initial phases of the project schedule, and coordinate Engineers, Designer, Drafters, and Sub-Contractors on the project.

He is a registered Professional Engineer in the States of Colorado, Wyoming, Utah Virginia, Montana, Kansas, Missouri, and New Mexico.

Douglas Richter, P.E.
Vice President / Principal

Mr. Richter has over twelve years experience as a Civil Engineer and is a registered Professional Engineer in the State of Colorado and Michigan. After graduating from Michigan Technological University, he decided to move to Colorado to start his career. Since joining Vision Land Consultants, Inc Mr. Richter has worked on numerous civil engineering projects as both a Project Manager and a Project Engineer. His tasks have included single and multifamily residential subdivision designs, commercial site designs, drainage facility designs, roadway designs, hydrology studies, utility designs, erosion control plans, flood plain delineation and cost estimating.

Tim Gagnon, P.E.
Senior Project Manager / Granby Branch Manager  

Mr. Gagnon has thorough experience in road design including horizontal and vertical alignment, super elevation, at-grade intersection, safety sections and guardrail design for both new road alignment and the re-alignment of existing roads. He is also competent in other aspects of civil engineering design including traffic studies, utility design, grading and drainage, cost estimating, construction observation and erosion and sediment control.

Mr. Gagnon has a thorough knowledge of numerous local and federal road standards and he, and the G&H staff, have represented Grand County as their County Engineer for the last six years. He has also managed the design and coordinated construction for numerous Grand County Road and Bridge Department projects. He has been the design engineer for Access Permits and Notice to Proceed applications for the Colorado Department of Transportation (CDOT) and he has a steady working-relationship with the CDOT review engineers in Region 3 ( Grand Junction).

Mr. Gagnon has assisted Clients from preliminary site layouts to obtaining final approvals from local agencies. He has managed the civil engineering portions of projects involving numerous local municipalities including: the Towns of Granby, Grand Lake, Fraser, Winter Park, Kremmling, and others including: Silver Creek Water and Sanitation District, Granby Sanitation District, Town of Granby Water Department, Three Lakes Water and Sanitation District, and the Town of Grand Lake Water Department. He has also assisted private developers through the subdivision review process and is a valuable resource for Client’s looking for other local design professionals including: architects, geotechnical and structural engineers, land planners, land development attorneys, and general contractors.

Brad Disner, P.E.
Senior Manager

Mr. Disner brings over 16 years of experience in planning, designing and implementing projects. Prior to Vision Land, Mr. Disner was a Department Manager at a consulting engineering firm in the Denver area, where he was responsible for business development and the day-to-day operations of a Civil design group. Mr. Disner has an extensive range of design and construction experience which includes hotels and museums, commercial/industrial, residential, mixed-use/retail, roadways and transportation, health care, airports, energy, government, major sports facilities, and much more.

Jay Peters, P.E.
Senior Associate / Water Resources Manager

Mr. Peters has over 20 years of experience in the water resources field. His background includes master planning, design, and construction management for clients in both the public and private sector. Mr. Peters has led or served on numerous stormwater management studies, dam design projects, urban infrastructure projects, water distribution and wastewater collection systems, stream rehabilitation improvements, flood risk management projects, and floodplain studies along the Front Range and nationally.

His experience has included hydrologic analyses, hydraulic analyses, NPDES, 401 and 404 permitting, water quality pollutant loading analyses, obtaining SEO dam approval, preparation of construction plans and specifications, and construction management.
